Site: English Martyrs School and Sixth Form College, Catcote Road, Hartlepool, TS25 4HA The contract involved the removal of all Asbestos containing materials, throughout the school; Insulation Board (containing Amosite & Chrysotile) upstand boards and ceiling tiles from classrooms, pipe insulation to service ducts and risers, floor tiles and adhesives external window panels etc; Following the issue of a technical asbestos removal specification and pre-demolition asbestos survey by the client Safe Strip UK Ltd were invited to provide a quotation under a tender agreement as part of BAM Constructions Tender Process Following a desk top study of the supplied information a site visit was arranged with BAM Construction, in order to assess the site, ACM’s and the requirements of the technical specification. Non-asbestos risks were also assessed during this visit. During initial site visit the following were assessed:

  • Condition, location & extent of ACM’s
  • Size and location of enclosures (Multiple Enclosures were required on this large project)
  • Location for siting of DCU’s Welfare Units & Storage Containers including where practicable where DCU’s could be close coupled to eliminate the need for transiting.
  • If close coupling not possible then plan the safest shortest transit route.
  • Assess the possibility of using a modular DCU within buildings.
  • The requirement for a self-contained mobile welfare unit.
  • Site security arrangements, on this occasion we were required to provide a CCTV during non-working hours.
  • Complete Electrical isolation was required and portable 100KVS Generators & Fuel Bowsers were required for this project
  • Location of fenced (6 Ft HERAS Fence Panels) site compound (s) to site welfare unit, sealed lockable waste skips, DCU & vehicles.
  • Location of bag locks & waste transfer routes to asbestos waste skips
  • Further photographs were taken of the identified ACM’s and site conditions for inclusion in Plan of Work
  • Access equipment for safe working at height.
  • Available water supplies within the building grounds for our specialist equipment.
  • Safe removal methods & dust suppression / wetting equipment / injection & surfactant agents required.
  • Site sketch drawn up for each enclosure with dimensions, showing location of enclosures, DCU, air locks, bag locks, NPU(s), transit & waste routes

Following submission of our tender we were successful in winning the competitive tender and were appointed the contract. Following further pre-start site meetings our management team & appointed project supervisor prepared the RA/MS for the project. The licensed ACM’s included :

  • AIB ceiling to high level ceilings within the two Main Hall Area.
  • AIB Ceilings Tiles to classroom areas within the buildings
  • Asbestos Pipe Insulation within service ducts & Risers
  • Floor Tiles & Adhesives throughout
  • Boiler/Plant Room Decontaminations.
  • External Cement & AIB based Window Panels

The works were completed on time as specified during the pre-contract meeting and on the ASB5 form submitted to the HSE. The works were completed as per the submitted tender costs. All works were overseen by the clients appointed UKAS accredited analytical consultant. This included smoke testing, leak & personal monitoring. A four stage certificate of Re-occupation was undertaken within each enclosure. All works were undertaken and completed by staff employed directly by Safe Strip UK Ltd. Upon completion of the works the client was presented with a job completion file which included copies of all site paperwork including waste consignment notes for the disposal of all ACM’s removed from site.
